The National Hurricane Center says "a life-threatening storm surge is now likely" along the North and SC coasts as Hurricane Florence approaches the USA eastern seaboard.

No matter how devastating or catastrophic a hurricane or typhoon is predicted to be, there will inevitably be some people who refuse to evacuate and insist on riding the storm out-and with Hurricane Florence getting ready to assault the Carolinas, some residents of coastal areas in North and SC are doing exactly that. It says the threat of freshwater flooding will increase in coming hours and days from the storm's heavy rains. Kilbourne said the houses sit 18 to 30 feet above sea level, so they were not anxious about the storm surge. The threat of tornadoes is found in the bands of rain moving onshore.

Florence's winds weakened as it drew closer to land, dropping from a peak of 140 miles per hour earlier in the week, and the hurricane was downgraded from a Category 4 to a Category 2.

"With this storm, it's a (Category 1) but the storm surge and the flooding is going to be that of a category 4", CNN Meteorologist Jennifer Gray said Thursday night.

"Little change in strength is expected before the eye of Florence reaches the coast, with weakening expected after the center moves inland", the Miami-based NHC said. The forecast track has the storm moving slowly along the coast throughout Friday and into Saturday.

"Mandatory" evacuations in coastal Virginia and the Carolinas have been underway for days in advance of Hurricane Florence, but some residents have chosen to remain in their homes.

Farther from the epicenter, surges between 6-to-9 feet are expected near Myrtle Beach and Ocracoke Inlet.

"It's getting late to evacuate", said South Carolina Governor Henry McMaster.

Hurricane Florence strengthens to Category 4
The president signed emergency declarations for the Carolinas and Virginia , a move that frees up federal money and resources. North Carolina is the country's second-biggest producer of pigs and the looming hurricane sent U.S. hog futures lower.

"Catastrophic effects will be felt outside the center of the storm due to storm surge", North Carolina Gov. Roy Cooper said Thursday morning.

Florence flattened trees, crumbled roads and knocked out power to three-quarters of a million homes and businesses, and the assault wasn't anywhere close to being over, with the siege in the Carolinas expected to last all weekend.

He said that people living near rivers, streams and lowland areas in the region were most at risk. He asked citizens in danger zones to heed warnings because "your time is running out". Hurricane-force winds extend outward up to 80 miles from the center and tropical-storm-force winds extend outward up to 195 miles.

Hurricane Florence, which is nearing the US East Coast, could kill "a lot of people", officials warn.

On the Outer Banks, some people are preparing to ride out the storm, despite an evacuation order. "Leaving is such a problem with the traffic going out", Jennie told VOA Thursday afternoon as she strolled along the shore of Carolina Beach near Wilmington, North Carolina. "If I can't get back in a week, after a while they might turn on each other or trash the place". "And you don't need power to sling booze", said owner Eli Ellsworth. "And the vast majority of the time they are OK", she said. Meacham says the state can house more than 35,000 people if needed.

Airlines Preparing for Impact of Hurricane Florence
Behind Isaac, Hurricane Helene is picking up strength, with twist paces of more than 105 miles per hour as of Monday afternoon. Hurricane and storm surge watches have been issued from Edisto Beach, South Carolina to the North Carolina-Virgina border.
