Noting that migrant arrivals have dropped significantly, Macron said: "it's a political crisis that Europe and the European Union is mostly living today".

Italian Premier Giuseppe Conte brought a proposal for revamping how the European Union manages migration to an emergency leaders' meeting Sunday in Brussels.

She faces firm and serious opposition within her own government, which can no longer stand the idea of having to cope with the tidal wave of migrants.
