The upper House of Lords, which wants to keep Britain close to the European Union after the United Kingdom leaves in March, will rake over the EU (Withdrawal) Bill on Monday, before it returns to the lower House of Commons on Wednesday.

For her part, May told the BBC that she had "undertook to consider their concerns" but insisted that Parliament "cannot tie the hands of government in negotiations" with the EU.

Asked if they did not secure a so-called "meaningful vote" on the final Brexit deal, they would oppose the Government in Wednesday's vote, the former Attorney General replied: "The meaningful vote pledge has to be fulfilled, yes".

Lord Newby went on: "Parliament must be given a meaningful vote on all possible outcomes of Brexit and this must be guaranteed in writing in the Withdrawal Bill".

If MPs reject the agreement reached by Mrs May with Brussels - or if no deal has been obtained by January 21 - Parliament will be offered the opportunity only to vote on a "neutral motion" stating that it has considered a minister's statement on the issue.

However, her Tory colleagues Dominic Grieve made it clear the Conservative rebels did not intend to back down on getting Parliament more say on Brexit.

Grieve and a cohort of potential Conservative rebels with enough votes to defeat the government want parliament to have more influence over the next steps than ministers are prepared to give them.
