In a stinging rebuke, the Justice Department watchdog declared Thursday former FBI Director James Comey was "insubordinate" in his handling of the Hillary Clinton email investigation in the explosive final months of the 2016 presidential campaign.

Despite misleading headlines, the inspector general's report on the FBI's investigation into Hillary Clinton's emails shows a powerful law enforcement agency hobbled by bias and dishonesty.

The report says the watchdog "did not find documentary or testimonial evidence" that political bias directly affected parts of the probe, it says Page and Strzok's conduct "cast a cloud over the entire FBI investigation". "And by the way, I have the FBI - you go into the FBI and take a poll of the real FBI, not the scum on top, not Comey and that group of people that are total thieves". It was led by Peter Strzok, who, it is disgraceful and even for the present director of the Federal Bureau of Investigation, to have him there tomorrow, it would be disgraceful.

The report sharply criticises Mr Comey for violating justice department policies and accused him of usurping the authority of then attorney-general Loretta Lynch when in July 2016 he announced there would be no charges against Mrs Clinton for her email use as secretary of state. In one text four days before the election, Page told Strzok that the "American presidential election, and thus, the state of the world, actually hangs in the balance".

The report also suggests FBI agent Peter Strzok, who led both the Clinton and Russian Federation investigations, may have acted improperly.
