The police in United States city of Milwaukee have apologized to National Basketball Association player Sterling Brown for his January arrest that started with a parking violation and escalated to include use of a stun gun, saying some members of the force had been disciplined.

Video of the early morning January 26 incident outside a Walgreens shows a routine stop escalating into a testy confrontation in a matter of seconds.

Police chief Alfonso Morales said some officers had been disciplined over the incident as the force released body-camera footage which showed how an interaction over an illegally parked auto rapidly escalated. It reads, in part, "My experience in January with the Milwaukee Police Department was wrong and shouldn't happen to anybody".

While this is a firm statement of support, and a very pointed statement at the Milwaukee Police Department, this issue isn't a new one for the Bucks - which may explain why they're taking such a strong stance now.

Following the video's release, Brown said he wanted "peaceful support to ensure no further damage to our community".

The incident began with a parking violation and escalated into the use of a stun gun on Brown and an arrest by a number of police officers.

Nearly immediately a scuffle ensues, with the officers swarming over Brown and one yelling "Taser, Taser, Taser!"

Irvin's concerns were heightened when Milwaukee's Assistant Police Chief Michael Brunson Sr. warned parishioners at a local church on Sunday that a video of the encounter would soon be released. The backup officers that were called were each suspended for 10 and 15 days, per the Journal Sentinel.

A tense exchange continues as the officer waits for a back-up squad to arrive, although Brown does not appear overtly confrontational at any point, even when additional officers surround him.

As the video was being released, the Milwaukee police chief apologized to Brown, a 23-year-old African-American, and said officers had been disciplined. He is then heard groaning in pain as officers move to restrain him.

"I believe that this is a situation that could have been defused, and obviously it wasn't", he said.

Police have declined to name the officers or detail their punishments.

He went on to list cases of black men being shot and killed by United States police, adding: "Black men shouldn't have to have their guard up and instantly be on the defensive when seeing a police officer, but it's our reality and a real problem".

In 2016, the city paid $5 million to settle a lawsuit by 74 black residents who said police illegally strip-searched them between 2008 and 2012.

Fuller says until leadership acts in such cases, police-community relations won't improve.
