"Gina Haspel failed that test", said Krulak, who organized a letter signed by more than 100 retired generals and admirals expressing concern over her nomination.

Haspel's background as a career CIA officer who played a role in the agency's use of interrogation and detention policies viewed as torture has been the key debate in her confirmation process.

Unless Ms. Haspel takes that step, she will not have demonstrated the most important quality for any official, a strong moral compass.

She joined the agency's Counterterrorism Center on September 11, 2001, the day when Al-Qaeda operatives hijacked and crashed four USA airliners, leaving nearly 3,000 dead.
