A North Carolina police officer recorded beating a black man stopped for jaywalking now faces criminal charges.

The Asheville City Council released a statement to the community Thursday after claims of excessive use of force by the Asheville Police Department. The criminal investigation into Hickman's actions did not start until after he resigned, and wrapped up a week after the video of the beating was leaked to the Asheville Citizen-Times, which first published it and made the incident public. The FBI is now investigating.

A SBI proclamation again declined to open a different examination, however this time said it was on the grounds that it was helping the Federal Bureau of Investigation for the situation.

The person on foot said he couldn't inhale as Hickman stifled him, a couple of times hit him over the head and bound him.

That did not deter Williams from asking the SBI director for a probe as late as March 2, according to a letter tweeted by the D.A. after the disturbing video was leaked to a news organization.

In the body camera footage which was leaked to the Asheville Citizen-Times newspaper, Hickman can be seen beating and tasing 33-year-old Johnnie Rush after he was stopped for jaywalking on August 24, 2017.

Hickman was taken into custody Thursday evening, according to Asheville Police.

At one point Rush attempts to run, and Hickman says "You know what's amusing is you're going to get f--ed up hardcore".

Rush went on to tell the officers, "You ain't got nothing better to do besides mess with me, and I'm trying to go home?"

Body camera film from officer Chris Hickman, who was with his learner Verino Ruggiero, demonstrates that Rush said he was worn out and advised officers to quit annoying him, before the circumstance heightened to a capture for jaywalking and trespassing on a parking area.

As Hickman ran after Rush, he radioed a dispatcher, saying, "black male, tank top, thinks its amusing". During the ensuing chase, Hickman can be heard yelling, "You are going to get fucked up hardcore", while pulling out his stun gun.

In December, police returned with three new videos related to officer Hickman's use of force.

The officers end up catching Rush and as he is restrained on the ground, Hickman proceeds to punch him in the head several times, as well as shoots him with a stun gun and chokes him.

Rush is shown in the footage being put in the back of a police auto and paramedics checking his bloodied face and head.

Hickman has been released after posting $10,000 bond and declined to a respond to a reporter while walking out of jail, the Citizen-Times reports.

"I beat the s- out of his head".

After words are exchanged, Rush attempts to flee on foot when Hickman tries to arrest him.

Police records show he was charged with second-degree trespass, impeding traffic, assault on a government official and resisting a public officer.
