Former White House chief strategist Steve Bannon will not be testifying on Tuesday before the House Intelligence Committee as had previously been scheduled.

That's according to White House chief of staff John Kelly.

The apparent reticence by the former Breitbart News executive chairman, who has also been subpoenaed as part of Special Counsel Robert Mueller's investigation, left lawmakers frustrated Monday.

The postponement of Bannon's interview came as the House panel voted unanimously Monday to release the Democratic memo, sending it to the White House for a legal and national security review.

The House intelligence committee has voted to release a Democratic rebuttal to a GOP memo on the Russian Federation investigation.

Trump last week declassified a document written by the committee's Republican majority that criticized methods the Federal Bureau of Investigation used to obtain a surveillance warrant on a onetime Trump campaign associate.

Press secretary Sarah Huckabee Sanders said after the vote: "The White House has received a memorandum from the minority members of the House Select Permanent Committee on Intelligence".

The Republican memo released last Friday alleges misconduct by the Federal Bureau of Investigation and the Justice Department in obtaining a warrant under the Foreign Intelligence Surveillance Act to monitor former Trump campaign foreign policy adviser Carter Page.

Nunes was asked during a January 29 committee meeting whether he had coordinated the memo with the White House.

The Democratic document aims to counter the Republican document, which accused the Federal Bureau of Investigation and Justice Department of abusing their authority in monitoring a onetime Trump campaign associate.

Steve Bannon, the former White House chief strategist, will not appear Tuesday before the House Intelligence Committee, bucking a subpoena for his testimony and setting the stage for a showdown as the panel probes Russian interference in US elections, Fox News has learned.

Neither the White House nor Bannon's attorney responded to TPM's requests for comment.

A White House spokesman says Trump will "consider" the Democratic memo's release the same way he considered the Republican document.

"This week, Steve Bannon's counsel informed the Committee that the White House continues to prohibit Mr. Bannon from testifying to the Committee beyond a set of fourteen yes-or-no questions the White House had pre-approved".

Committee members from both parties have denounced the White House's prohibitions, and stated that they could hold Bannon in contempt of Congress.

Bannon was ordered to return to Capitol Hill Tuesday morning after a marathon meeting with the committee behind closed doors last month, where he refused to answer the committee's questions about his time working for Trump during the transition or in the White House. Russian Federation has also denied all interference with the election.
