Key Republicans voiced strong support Sunday for special counsel Robert Mueller's handling of the investigation into Russian meddling in the 2016 USA presidential election, but split on whether Congress needs to approve legislation to block President Donald Trump from firing Mueller.

Graham said: "It's pretty clear to me everyone in the White House knows it'd be the end of President Trump's presidency if he tried to fire Mr. Mueller".

One legal theory comes from a case related to the investigation of Mike Espy, President Bill Clinton's first agriculture secretary, who resigned in 1994 amid an ethics scandal and independent investigation involving gifts.

Many Republicans are not supportive of the measure, including House Majority Leader Kevin McCarthy, R-Calif., who said Sunday that a bill is unnecessary.

Senators Lindsey Graham of SC and Susan Collins of ME, breaking with some of their Republican colleagues in Congress, stated in separate Sunday news shows that they support legislation, mostly favored by Democratic lawmakers, to require a judicial review if Trump were to attempt to dismiss Mueller.

President Trump, NBC News reports, "has adopted a two-track strategy to deal with the Mueller investigation". In December, Collins had said she did not see the need for such legislation.

Even so, she defended Trump as "an angry and frustrated president" who got caught up in the "bad idea" of wanting to fire Mueller, and she pointed out that the axing never actually happened. A special counsel that subpoenas the president must seek evidence that's "important to the ongoing grand jury investigation and [must demonstrate] why this evidence is not available from another source".

Trump has consistently denied in the past year that he intends to fire Mueller, which has done nothing to quiet speculation that he still wants to cut the man proning his campaign.

Trump called for Mueller's firing last June, according to one person familiar with the matter.

"We have continued to comply fully" with the investigation, Short told Fox News Sunday".
