He was replying to remarks by US State Department's Spokeswoman Heather Nauert, who said that the US was considering sanctions as a possibility of responding to Iranian authorities' practices against protesters.

A Security Council diplomat told Fox News that countries opposed to the discussion could call a vote to stop it from going ahead.

Iran's Foreign Minister Javad Zarif has described Friday's meeting of the UN Security Council called over protests in his country as another foreign policy blunder by the Donald Trump administration.

Anti-government demonstrations in Iran began on December 28 in protest against price hikes and a string of bankruptcies.

US Ambassador to the United Nations Nikki Haley said this week that Washington was seeking emergency sessions on Iran at the United Nations in NY and at the UN Human Rights Council in Geneva.

"However worrying the events of the last few days in Iran may be, they do not constitute per se a threat to global peace and security".

"The United States has spoken clearly and unequivocally", Vice President Mike Pence wrote in a Washington Post op-ed Wednesday.

Diplomats expect Russian Federation to try to block the formal council meeting by requesting a procedural vote to decide whether the situation in Iran should be on the agenda.

Some other members urged a careful approach to weighing in on the protests: "Yes, of course, to vigilance and call for full respect of freedom of expression, but no to instrumentalization of the crisis from the outside - because it would only reinforce the extremes, which is precisely what we want to avoid", French Ambassador Francois Delattre said before the meeting.

"This is how we view the American initiative to convene the UN Security Council over a situation that is of purely national concern in Iran". The CIA declined to comment.

While the U.S. and its European partners - including the United Kingdom, France and Germany - all fundamentally support the right of Iranian demonstrators to peacefully protest, they disagree in their analysis of where the situation on the ground is headed and over the strategic value of ramping up the rhetoric publicly, sources have told CNN.

Iran's interior minister said up to 42,000 people took part during the week of protests.

They were followed by large pro-government rallies in Tehran and a the cities of Kerman and Tabriz, all of which were widely covered by Iranian state television.
