Isis has claimed responsibility for a coordinated bomb attack on a Shia cultural centre in the Afghan capital Kabul, according to its propaganda channel Amaq.
Local media reported an explosion early on Thursday. "The enemies of Afghanistan will not succeed in their attempts to destroy the country and divide the Afghan people, who are resilient and committed to establishing peace and stability", the statement said.
The Afghan Presidential Palace in a statement on official Twitter handle said, "Terrorist groups and their backers must know that the Afghan people are united and stand firm to any plot carried out by their enemies; these heinous attacks will not break the resolve of the Afghan people".
The attack, which involved at least three explosions, occurred during a morning panel discussion with journalists at the Tabian Social and Cultural Centre.
The attack took place in western Kabul's Dasht-e Barchi neighborhood, a predominantly Shi'ite area that has been targeted in the past by Islamic State (IS) militants.
Afghans have also been recruited through Iran to join the war in Iraq and Syria against Islamic State fighters.
Two children were among the dead and 84 people were injured in the blast, according to a Health Ministry spokesman. A local Shiite leader said one of the bombers was sitting unnoticed among the participants when he detonated his device.
Numerous people living around the cultural center are Shia Muslims. He added: "The terrorists have killed our people".
Ghani called the attack a crime against humanity, Islam and "all human values".
"I have little doubt that this attack deliberately targeted civilians", said Toby Lanzer, acting head of the U.N. Assistance Mission in Afghanistan.
