Kulbhushan Jadhav's mother and wife met him on Monday, almost two years after the Pakistani army arrested the Indian national and sentenced him to death over allegations of spying.

Dalbir Kaur, the sister of Sarabjit Singh, who died in a Lahore jail in 2013, said Pakistan played a "cruel joke" by not allowing Kulbhushan Jadhav to meet his wife and mother freely and dubbed the entire exercise a "drama".

The International Court of Justice instructed Pakistan to take all "necessary measures at its disposal" to ensure that Jadhav was not executed pending a final decision by it, the ICJ had said. "So what had happened today can not be called a family meeting".

It was the first meeting between Kulbhushan Jadhav and his family since he was arrested in March 2016 after entering the country from Iran.

He added that the Foreign Minister of Pakistan made a statement earlier today that they have granted the consular access, despite the fact that the Indian government had repeatedly applied for 22 months. "India should take up Jadhav's case even more forcefully while the global community should put pressure on Pakistan and expose them", she said.

The meeting between the Indian spy and his family started at 2:18pm and lasted nearly 40 minutes.

Pakistan Foreign Office spokesperson Dr Mohammad Faisal said a few times that the decision to allow Jadhav to meet his family was taken on "humanitarian grounds".

India feels today's meeting between Kulbhushan Jadhav and his family was as much an image-building exercise as a tacit message from Pakistan to New Delhi, and so represents a "major climbdown". Jadhav's family had a brief stop at the mission again before they headed to the airport to catch a flight to India via Dubai.

The Pakistan High Commission in New Delhi issued visas to Jadhav's mother and wife on December 20.

The video message was recorded before meeting of Jadhav and his family, officials said. It was the fist time that Jadhav was meeting his family since his arrest in March a year ago, and Pakistan portrayed it as a humanitarian gesture to mark the birthday of the country's founder Mohammed Ali Jinnah.

Pakistan Foreign Office spokesperson Mohammed Faisal tweeted images showing Jadhav speaking to his mother Avanti and wife through an intercom with a glass panel separating them. It claims that he was in possession of an Indian passport that identified him as Hussein Mubarak Patel.

They also did not talk to the reporters while leaving the building, although journalists kept shouting questions. India claims the former Navy officer, who set up a business in Iran's Chabahar port after retiring from the force, was abducted and sold to Pakistan intelligence agencies by the Taliban.

Jadhav was sentenced to death by Islamabad in April, on charges of espionage.

Dr Faisal said that Kulbhushan Jadhav has admitted that RAW had given him task of conducting terrorist activities in Pakistan.
