This is a historic victory for the Democrats, who having flipped the seat to now share a 50-50 tie with the Republicans for control of the Virginia House of Delegates.

Voters in Newport News proved once again today that every vote counts. The voter had selected the Republican candidate at all other levels, but seemed to accidentally fill in two bubbles in the House of Delegates race. Attorneys for Yancey said the campaign believes one ballot meant for him was not counted.

After a recount Tuesday had Democrat Shelly Simonds declaring victory by a margin of one vote over Republican Del.

Regardless of how this plays out, the outcome is a stunning turnabout from the almost 2-1 majority (66 seats out of 100) that Republicans had enjoyed before November 7.

There will be a recount Wednesday in the 68th District, which includes parts of Richmond, Henrico, and Chesterfield.

Democrat Shelly Simonds emerged from the recount as the apparent victor in the 94th District of the House of Delegates, seizing the seat from Republican incumbent David Yancey.

The official, Kenneth Mallory, wrote that the ballot had both candidates' names bubbled in for the 94th District race. It's one of four recounts that were scheduled following extremely close House races this year.

The statement continued, "The State Board of Elections will publicly meet to make a determination by drawing lots, after which the loser may request an additional recount". The 94th District had by far the slimmest vote difference and the biggest chance of flipping. It is notable, too, that two years ago, when Simonds and Yancey also competed for the 94 District seat, Yancey prevailed by more than 15 percentage points, a stark illustration of the shift required to move the House from two-thirds Republican to an even split.
