Charlotte police: Air traffic controller possessed 'weapon of mass destruction'

An FAA employee at Charlotte Douglas International Airport and another man accused of possessing a weapon of mass destruction were released from jail Saturday morning, records show.

Dandan is being charged with three counts of possessing, acquiring, and transporting a weapon of mass destruction, and is being held on $45,000 bond.

According to the Federal Bureau of Investigation ("FBI") and local police, Fells constructed a home-made pipe bomb and was allegedly planning on using it against a neighbor before having a change of heart. CMPD bomb squad also responded and confirmed that the suspect did in fact have a homemade pipe bomb.

Materials to make a pipe bomb-like device were found in Dandan's home, and his roommate was reportedly arrested for possession of bomb-making materials.

The investigation led police to another man, Derrick Fells, 39, who, they say, created the device.

Around 10:30 a.m. on November 3, police officers responded to a 911 call about someone housing a homemade explosive, later determined to be a homemade pipe bomb.

The Federal Aviation Administration said that Dandan "only had access to the offsite Air Traffic Control Tower and had no access to the restricted areas of the terminal or ramp".

The FAA confirmed to NBC Charlotte that Dandan's access to the airport was terminated following his arrest Friday afternoon.

Charlotte-Mecklenburg police said Fells had created a pipe bomb that he meant to use on a neighbor whom he was feuding with.

Federal law says that a weapon of mass destruction can be a bomb, a grenade, a rocket, a missile, a mine or other similar weapons created to kill and seriously hurt people.

The airport said Dandan did not have access to any aircraft.

Dandan was also charged back in 2015 for assaulting a woman, according to the newspaper.

Police did not say how Dandan and Fells knew each other, nor did they say why Fells gave the device to Dandan, or why Dandan accepted it.
